In other words, this is a gesture to show 'yeah, look, we're doing everything we can do to help the Ukrainians, we've provided we've provided special forces, special operations forces, we've brought them into other countries, we're sending our own people there, the CIA and their passive intelligence, so they can target Russian positions.'
